Proficiency and skills list (0.1)

This is the current Proficiency and skill list. Some skills will/should be dropped and others might shift about, but basically this seems like a fairly logical grouping of stuff. Names of skills and Proficiencies will change, either to better suit the mood of the setting or to make them sound less like HoL. The Melee group will almost certainly become FAR simpler, but right now I don't have the energy to decide exactly how that's gonna work. Some Proficiencies near the bottom don't even have names yet.
